The New Mexico Department of Health (NM DOH) aimed to be a trusted source of health information, but was restricted by a homegrown ASP.NET system. All content publishing relied on just two internal employees, creating massive bottlenecks, while digital assets and citizen applications were scattered across more than 200 external websites.

Led by CIO Glidden Martinez, the department selected HCL DX as a commercially supported digital experience platform to manage digital assets and integrate applications seamlessly without using iframes. This centralized platform allowed them to ingest external sites, prioritize payment gateways, and establish formal content workflows.

The technical team is no longer bogged down by daily publishing requests. Content now automatically routes through marketing, ADA compliance, and translation before going live. Citizens receive a pervasive, personalized experience across all devices, allowing them to opt-in to specific health alerts.
The Challenge
Glidden Martinez, CIO of the New Mexico Department of Health , identified that the department's digital infrastructure was hindering its goal to be a trusted medical resource for the state. The ecosystem was built on a homegrown ASP.NET system, and every content update or publishing request was funneled through just two internal IT staff members, creating a severe bottleneck.
Furthermore, the digital footprint was highly fragmented. The state had over 200 external sites hosted by third parties, alongside disparate applications used by citizens to book vaccines, report epidemics, and access state lab services.
The Solution
To modernize, the New Mexico Department of Health required a commercially supported framework capable of managing digital assets and natively integrating applications without relying on iframes. They selected HCL Digital Experience (DX) to serve as this centralized platform.
The department began an ingestion strategy to pull their 200+ external sites into the main framework, prioritizing highly expensive hosted sites and those requiring payment gateways, which would connect to a newly developed internal payment system.
Crucially, the platform allowed the department to implement formal publishing workflows. Content now routes seamlessly from marketing to graphics, communications, ADA compliance, and finally translation.
Using DX's localized libraries, the state can translate content into New Mexico's two official languages—English and Spanish—as well as multiple Native American languages without needing third-party tools.
The Results
- IT is out of the publishing business: The technical team no longer handles routine document uploads, freeing them to focus on framework enhancements and styling.
- Personalized citizen experiences: Citizens can create profiles, choose the specific information they want to receive (such as CDC updates), and have that content pushed to them via text message. This pervasive experience follows the user across their phone, tablet, and PC.
- Centralized governance: Rigorous ADA and translation workflows ensure that all public health information is accessible, compliant, and accurately localized before it reaches the public.
What’s Next
Following their initial launch in August 2026, the NM DOH plans to use platform metrics to continuously optimize the user experience. They are taking a deliberate, "crawl" approach to artificial intelligence (AI), working with their CISO to carefully classify data and run secure experiments to protect sensitive PII and PHI.
Internally, the department plans to integrate its Connections environment with DX. They will ingest their main intranet and seven facility-specific intranets to create a single, seamless digital workplace, preventing employees from having to jump between multiple applications to collaborate.
